An anonymous source mailed me these documents.  It has been confirmed that Mr. Cardenas gave his "p" card to a new employee in order to make a mulch purchase.  The daily limit for all purchases is $ 500.00.  This purchase was $ 1,375.00.  Mr. Cardenas instructed the new employee to FORGE his signature on the delivery receipts.  When discovered by accounting Mr. Cardenas was only reprimanded.  He should have been terminated.  Any other employee of the city would have been.  Browse through the documents and let me know what you think.
